1.1 Guangzhou Disabled Person¡¯s Federation Issued Notification of Annual Examination on Employers in Guangzhou regarding Disabled Persons Employment in 2010

According to Law of the People¡¯s Republic of China on the Protection of Disabled Persons, Regulations on Disabled Person¡¯s Employment, Measures of Guangdong Province on Arranging Disabled Person to Work Pro Rata, Measures of Guangzhou on Disabled Persons Employment, Temporary Measures of Guangdong Province on Collecting Employment Guarantee Fund for Disabled Person, etc, employers will be conducted annual examination on disabled person employment. 2010 Annual Examination matters are announced as follows:

1.Annual Examination Object: All kinds of employers such as governmental organs, organizations, enterprises, public institutions and private non-enterprise organizations in Guangzhou administrative area, including foreign-invested units in Guangzhou.

2.Annual Examination Period: Apr.1 2010 to July 31 2010.

3.Annual Examination Management:

(1)Employers registered in Guangzhou Municipal or District Industrial and Commercial Administrative Bureau shall be conducted by Guangzhou Disabled Person¡¯s Federation or its Annual Examination Institution in each district.

(2)Employers registered in Zengcheng or Conghua Industrial and Commercial Administrative Bureau shall be conducted by Zengcheng Disabled Person¡¯s Federation or Conghua Disabled Person¡¯s Federation respectively.

(3)For central or provincial employers in Guangzhou, they shall be conducted by Guangzhou Disabled Person¡¯s Federation, which is delegated by Guangdong Provincial Disabled Person¡¯s Federation 

4.Required Materials for Annual Examination: please refer to the annual examination notice sent from CIIC.

5.Failing to conduct annual examination shall be deemed as failing to arrange disabled person to work. The Disabled Person¡¯s Federation in charge shall register the number of in-service employees according to the information of social insurance, local taxation and statistic authorities, calculate its payable disabled person¡¯s employment guarantee fund and overdue fine, and transfer to the local taxation department for collection.

1.2 Guangzhou Human Resources and Social Security Bureau Issued Circular on Adjusting Guangzhou Enterprise Employees Minimum Wage Standard

According to Circular on Adjusting Guangzhou Enterprise Employees Minimum Wage Standard issued by Guangdong Provincial Government, eligible district may raise the local minimum wage standard base on the standard set by thereof. Therefore Guangzhou Human Resources and Social Security Bureau announced on April 27 that Guangzhou¡¯s minimum wage standard was RMB 1100/month, and it will come into force since May 1.

Guangzhou enterprise employees¡¯ minimum wage standards are as follows:

1. Guangzhou City (excluding Huadu, Panyu, Nansha, Conghua, Zengcheng District) enterprise employees¡¯ minimum wage standard is adjusted as RMB1100/month, hourly minimum wage standard is RMB 6.32/hour; Part-time employees¡¯ hourly minimum wage standard is adjusted as RMB 10.6/month.

2. Minimum wage standard of enterprise employees in Huadu, Panyu, Nansha, Conghua, Zengcheng District is adjusted as RMB 960/month, hourly minimum wage standard is RMB 5.52/hour; Part-time employees¡¯ hourly minimum wage standard is adjusted as RMB 9.2/month.

3. The minimum security standard for departing personnel under retirement and post-waiting personnel in Guangzhou city (excluding Huadu¡¢Panyu¡¢Nansha¡¢Conghua¡¢Zengcheng) will be adjusted as RMB 880/month.

4.1 Guangzhou Local Taxation Bureau Forwarded Circular on Temporary Measures for Taxation Management on Foreign Enterprises Permanent Representative Offices in China

According to Forwarded Circular on Temporary Measures for Taxation Management on Foreign Enterprises Permanent Representative Offices in China issued by Guangzhou Local Taxation Bureau on April,9£¬since Jan.1 2010, for the representative offices which determine the income base on converting expenses, the specified profit rate should be on or over 15%. For those which have paid for the business tax of the first quarter base on the previous specified profit rate, they may pay the balance in the second quarter of this year.
