1.1 Guangdong Disabled Person¡¯s Federation and the Other Departments Jointly Announced Temporary Measure for Collecting Employment Guarantee Fund for Disabled Person of Guangdong Province. Recently Guangdong Disabled Person¡¯s Federation, Guangdong Finance Department, Guangdong Local Tax Bureau, and the People¡¯s Bank of China, Guangzhou Branch jointly announced Temporary Measure for Collecting Employment Guarantee Fund for Disabled Person of Guangdong Province (hereinafter referred to as ¡°Temporary Measure¡±). The Temporary Measure stipulates certain standards for collecting Employment Guarantee Fund of our province, which will come into force since Jan.1 2010. The points therein are as follows: 1. It reiterates that the payment standard of Employment Guarantee Fund for Disabled Person. 2. It stipulates that employer should go through annual examination procedures for disabled person¡¯s employment base on certain proportion before June of each year in Disabled Person¡¯s Employment Service Agency of Local Disabled Person¡¯s Federation. 3. It stipulates that the Employment Guarantee Fund for Disabled Person will be collected by the local tax authority in July every year. 4. It standardizes the uses and management of the Employment Guarantee Fund for Disabled Person.

2.1 Guangzhou Social Security Fund Management Center Issued Announcement on Adjusting Basic Pension and Disability Allowances in 2010 Guangzhou Social Security Fund Management Center issued Announcement on Adjusting Basic Pension and Disability Allowances in 2010 on Feb.10, 2010. The benefits for retired employees who receive pension in and before June, 2010 and employees who receive industrial injury insurance and disability allowances will be adjusted as follows: (1) All eligible retired employees¡¯ benefits will be added 4% base on the original benefits. If the added amount is less than RMB 50/month, it should be calculated as RMB 50/month. Then a fixed amount of RMB 85/month will be added in addition. (2) Retired employees who entered into revolutionary work before Oct.1 1949, retired scientists who obtain Senior Professional Title, including Chief Senior Professional Title, Vice Senior Professional Title and Senior Technician, and retired employees¡¢industrialists and businessmen who entered into work before the end of 1953 shall receive benefits as provided in Clause (1) and plus RMB 50/month. (3) For the ex-servicemen, if their benefits still under RMB 2229 / month after adjustment of Clause (1), they shall receive RMB 2229/ month. 3.1 Remind£ºInstructions on Foreigners Registering Temporary Residence (1) Foreigners should have the hotel issue lodging certificate when check in a hotel after arrival. Foreigners should show their passport or residence permit to such enterprises, institutions, or authorities, associations, and other Chinese organizations as the guest houses, restaurants, inns, reception centers or schools where they lodge, and fill in the Temporary Residence Registration Form. (2) If foreigners lodge at Chinese residents¡¯ house in urban district, they or the host should take the foreigner¡¯s passport, certificate, and the host¡¯s residence booklet (if the host is also foreigner, the host¡¯s passport is required) to the local Public Security Authorities for declaration, fill in the Temporary Residence Registration Form and the police station will issue a sealed Temporary Residence Registration Form. (3) If foreigner fails to register residence in time, his/her application for employment permit and residence permit will be delayed accordingly. (4) If foreigners lodge at hotel, the Temporary Residence Registration Form and Employment Permit Application should be issued within the valid term of lodging. (5) If foreigner¡¯s Temporary Residence Registration Certificate exceeds the valid term, he/she should apply for a new certificate.
3.2 Latest Regulations on Employing Foreigners Provided by Labor Department of Guangdong Province It¡¯s informed that if foreigners, who have obtained Employment and Residence Permit in other cities, leave the original company and come to Guangzhou for work, he/she should apply for Employment Permit and Residence Permit again. 5.1 Ministry of Human Resources and Social Security, Ministry of Education and Ministry of Health Jointly Issued Circular on Further Standardizing Physical Examination for Enrollment and Employment to Protect Hepatitis B Carrier¡¯s Right to Education and Work Ministry of Human Resources and Social Security, Ministry of Education and Ministry of Health jointly issued Circular on Further Standardizing Physical Examination for Enrollment and Employment to Protect Hepatitis B Carrier¡¯s Right to Education and Work (hereinafter referred to as ¡°Circular¡±). The Circular requires that each education organization or employer at various levels should neither exam Hepatitis B during candidates¡¯ physical examination for enrollment and employment, nor require candidates providing examination report on Hepatitis B. Even inquiring whether the candidate is Hepatitis B Carrier is forbidden. The Circular points out that if examining Hepatitis B is inevitable in enrollment and employment in some specific occupation, the in charge department of the occupation should submit investigation report and written application and have Health Ministry¡¯s approval before carrying out relevant examination. The approved occupations excluding Hepatitis B Carrier shall be announced by Health Ministry to the public. The Circular also requires that applicable laws and rules such as Employment Promotion Law, Education Law and Law on Prevention and Control of Infectious Disease should be duly executed. Hepatitis B Carrier¡¯s right to education and work should be earnestly protected. Employer should not refuse to hire or fire employees because of carrying Hepatitis B, except for specific occupations approved by Health Ministry.
